HY-1B satellite , HY-2 satellite data product
international user releasing policy and guid
1-1. This policy was formulated to further the international communication and cooperation, to extend the ocean satellite application fields, and to standardize the release of Chinese ocean satellite data to international users.
1-2. This policy is a releasing and using standard of real-time and historical data products of currently operational HY-1B (HY-1B) satellite, and HY-2 (HY-2) satellite remote sensing data, the releasing and using of other and subsequent ocean satellite data products shall be additionally specified.
1-3. Conventional data releasing and using types: HY-1B, HY-2 satellite data level 2, and level 3 products, see table below for details:

In general, HY-1B satellite, HY-2 satellite level 1 product data shall not be suitable for conventional releasing. If required for mutual cooperation purposes, please refer to relevant international cooperation regulations on data exchanging for additional submission.
1-4. Conventional data releasing and using coverage range: according to United Nations Convention on the Law of the Sea, our country’ ocean exclusive economic zone (EEZ) and sensitive ocean regions are excluded from the scope of conventional data releasing, the data of other ocean regions are applicable for this policy.
II, Organization and management
2-1.Chinese ocean satellite data product is under the jurisdiction of the State Oceanic Administration People’s Republic of China, and is released and distributed by National Ocean Satellite Application Center.
2-2. State Oceanic Administration is responsible for formulating the relevant policies of ocean satellite data product, and overseeing ocean satellite data product releasing activities.
2-3.National Ocean Satellite Application Center is responsible for auditing the qualification of ocean satellite data product users, data product producing and data product releasing, and periodic reporting of data product sharing and service to State Oceanic Administration, and releasing outside after approved.
III, Scope of international user
3-1. The scope of Chinese ocean satellite data product for international users:
★ users of other country’s government and international organizations requiring Chinese ocean satellite data products for non-military purposes;
★ Users engaging in ocean and relative organizations, institution requiring Chinese ocean satellite data product for public-interested service;
★ Users of non-profit scientific research and education organizations requiring Chinese ocean satellite data product for non-commercial activities;
★ Users signed the relevant agreement, contract and memorandum etc with Chinese Government for relevant cooperation.
IV, data product request and approval
4-1. Chinese ocean satellite data product shall be released according to the levelification of users, who shall be divided into Level I, Level II and Level III users. In which, the qualification of both Level I and Level II users shall be verified by National Ocean Satellite Application Center, the Level III users shall be verified by State Oceanic Administration Science and Technology Department.
4-2. Definition of user level:
Level I user: individuals, institutes or relevant organizations requiring satellite data for scientific research, training and non-commercial activities. Who shall require small capacity of data, and non-real time delivery of data.
Level II user: scientific research or public-interested institutes or organizations engaging in satellite data operational application. Who shall require very large capacity of data, and non-real time delivery of data.
Level III user: scientific research or public-interested institutes or organizations engaging in satellite operational application, international communication and cooperation with Chinese party, exchanging data with Chinese Party. High data capacity, and real-time delivery.
4-3. the different leveles of users shall enjoy different data services, see table below for details:

4-4. user submission procedure:
Level I user: the user may log-in data releasing website (www.nsoas.gov.cn) to fill the data releasing request form, after registered successfully, audited and approved within 2-3 working days, enter the website FTP server with the specified user name and password to download the data product.
Level II user: the user may log-in data releasing website (www.nsoas.gov.cn) to fill the data releasing request form, and enter the relevant information of Level II user (mainly include the data application purpose, data coverage zone, data time and application field etc), and submit to National Ocean Satellite Application Center.National Ocean Satellite Application Center in Email for approval, confirm whether comply with the requirements for this user, and feedback the approval result as soon as possible.
Level III user: apart from relevant information for Level II user, the level III user shall be simultaneously required to provide the relative documents (contract, agreement and memorandum etc), afterwards, submit to State Oceanic Administration Science and Technology Department (hereafter briefly called Science and Technology Department), and Science and Technology Department in formal letter for approval, and feed back the auditing suggestions to National Ocean Satellite Application Center and applicant. National Ocean Satellite Application Center shall perform the corresponding releasing according to the suggestions from Science and Technology Department.
V, Obligation of data product user
5-1. While users enjoy free use of the ocean satellite data product, they must also bear the following obligations:
(1) For all satellite data delivered, the user may only enjoy the limited and non-exclusive using right.
(2) the user is forbidden to transfer these data, and form a new document with these satellite data through unit conversion, medium transformation or measurement variance, and also not used for profitable activities.
(3) The user must strictly ensure the safety of user name and password. No transferring of user rights to other persons. Once found any user name and password out of control, immediately notify the relevant Chinese organizations.
VI, User management
6-1. If any one of the following cases is found, the Chinese party has the right to unilaterally stop the data service:
★ Behavoir endangering Chinese national security;
★ Hiding the actual facts of data application purposes;
★ malicious submission of purchase order and malicious downloading.
7-1. State Oceanic Administration has the final explanation right.
7-2. This policy shall become effective on the promulgation date.
